Councillors have investigated how a dispute occured between a charity behind Biggleswsade skate park and Mid Beds Beds District Council over an unpaid debt of more than £16,000.
In a report to the executive this week, a task force has set out the reasons as to how Biggleswade and District Threestyles Association ended up with the threat of being sued. It has recommended changes to prevent the situation arising again.
Last year association chairman Ken Lynch was under threat of losing his home when GBH Engineering threatened to sue him.
He claimed Mid Beds had promised to pay all extra costs when it took over the running of the park. The council disputed this, but later ended up agreeing to pay the debt.
Cllr Lynch said: "We would like to thank everybody who have supported us in our project. Things didn't always go as expected, but at the end of the day Biggleswade now has a state of the art skatepark."
The report recommends the applicant should show a project has the support of the local town or parish council before aid is granted – and that it can accurately cost the project and demonstrate ongoing viability.
The running of the park will be handed over to the Central Beds and the association will now cease as a charity, but will continue to run events at the park. |
